Physical Security Systems
We provide the expertise to install and run electronic card access and security camera surveillance systems. Both of these systems integrate with the campus burglar alarm system. This service covers new installations or upgrades and on-going support. ITS professionals work closely with the campus lock shop staff to ensure compliance with the campus lock policy.

This service includes:
  • system design and implementation
  • training and documentation, account access, on-going maintenance, and troubleshooting
  • liaison with Physical Planning & Construction, campus police and dispatch, ITS technicians
Getting Started For those considering a new implementation of electronic door access, a security camera system, or a modification or addition to an already existing system, contact the ITS Support Center at 459-HELP (4357), https://itrequest.ucsc.edu, or help@ucsc.edu. Resources are limited for new implementations.

Features and Functions Available Systems

Electronic Card Access Systems
We support several card access systems. They include:
  • Networked card readers with real-time reporting and local alarms
  • Stand-alone battery operated card access systems
  • PIN pads, magnetic stripe, or proximity chip technology
Security Camera Surveillance Systems
We support several security camera systems. All are networked cameras providing real time monitoring, data storage with simple event retrieval


Card Access and Security Camera systems include the following:

Initial consultation is provided to the customer and includes the following preliminary meetings. Travel is not included. Additional consultation is billed at standard technical services rates (see "Cost & Pricing" section for details).
  • A single, up-to 2-hour meeting with the customer to identify requirements
  • Up to 2 hours meeting with the technical project/design team regarding customer requirements
Project Management and Implementation begins once the customer authorizes the project. Ongoing consulting time is billed at standard technical services rates and actual costs for materials and consultant or vendor services, when needed. Ongoing consulting includes:
  • Project management for new installations or upgrades of electronic door access and security camera systems. Includes determining the appropriate security system for the unit’s needs, and coordination with Physical Planning and Construction staff and outside security consultants and architects to ensure proper design and implementation.
  • Correct system configuration and customization to meet the unit’s needs
  • Client software installation and ongoing account management
  • We provide a detailed list of tasks for the unit’s designated Facility Security Coordinator (see "On-going Unit Requirements").
Regular Maintenance
We provide ongoing support and maintenance of electronic card access and security camera surveillance systems. A regular maintenance fee will be determined based on the project requirements and will be discussed during the initial consultation. Regular maintenance does not include materials, labor or outside consulting/vendor fees associated with repairs, except as stated in this section below. Regular maintenance includes the following.

New Installations:
  • Dedicated, real-time monitoring is included for the first six months. Any problems with the new install will be addressed at no additional cost during this six-month period.
System Maintenance
  • At-least weekly monitoring of system performance reports to identify problems.
  • Proper installation, maintenance, and repairs of all primary servers.
  • Upgrades to primary server and client applications on client workstations.
  • Review and evaluate new system enhancements and technologies to recommend for use at UCSC, or to improve processes.
  • Coordination of annual inspection of all electronic door access and security camera systems, and facilitation of repairs as needed.
System Training and Documentation
We provide system training for designated staff (CRE, RA, CSO or FSC) on the proper use and maintenance of the electronic door access and security camera surveillance system. Training is required and includes the following components:
  • For each new system, a one-time, initial, 8-hour basic training for FSCs, and a 1-hour initial training for RAs/CREs/CSOs. Additional required trainings for new FSCs will be billed separately.
  • Annual 1-hr training updates
  • A customized manual specific to the unit is also included. Updates are provided as necessary.
Access Cards and Card Stock Management for All Card Based Systems on Campus
ID Card Services issues access cards. ITS helps coordinate this process. We also coordinate the ordering of card stock for systems that use access cards. Units are billed for actual costs of materials used.

Spare Parts Management

We ensure adequate supplies of critical spare parts are readily available. Units are billed for actual costs of materials used.

System Troubleshooting
  • Tier 1 Troubleshooting is performed by designated unit Facility Security Coordinators (FSCs – see “Ongoing Unit Requirements: Staffing Support Model”, right, for details): Tier 1 troubleshooting includes clarifying problems and implementing simple solutions. If the FSC is unable to resolve the problem, the unit can request Tier 2 troubleshooting support.
  • Tier 2 Troubleshooting: ITS provides and coordinates on-call support to resolve electronic door access and security camera problems that unit FSCs are unable to resolve. Units are billed at standard technical services rates plus actual costs for materials and consultant or vendor services, when needed. See Getting Help for contact information.

Cost & PricingBasic Cost Structure
Charges are based on standard campus technical services rates (ITS Technical Support Services, Group III) for time, and actual costs for equipment/materials and consultant or vendor services, when needed. Travel outside of Santa Cruz will be billed at standard recharge rates for time plus standard UC mileage rates.

One-Time Costs
  • Initial Consultation & Planning: Two two-hour meetings are included (see left); additional time is billed as outlined in the Basic Cost Structure, above.
  • Project Management and Implementation is billed as outlined in the Basic Cost Structure, above.
  • Additional 8-hour trainings for new FSCs are billed separately from the Regular Maintenance fee (see below).
Ongoing Costs
  • Regular Maintenance (see left): The regular maintenance fee will be determined based on the project requirements and will be discussed during the initial consultation. Regular maintenance is reviewed and billed annually. Equipment and materials associated with regular maintenance are billed separately at actual cost.
  • Tier 2 Troubleshooting, Emergency Service calls and repairs are billed as outlined in the Basic Cost Structure, above.
  • Internal unit costs associated with designated unit staff serving as Facility Security Coordinator (required). See “Ongoing Unit Requirements” below for details.

Standard Maintenance Schedule
A regular maintenance window will be scheduled for each installation. Systems will still operate normally during these times.

  • American Dynamics — Intellex®, VideoEdge®
Pricing and support may vary for non-standard systems.

On-going Unit Requirements: Staffing Support Model These systems require staffing support by the local unit. Percentage of staff time is dependent on unit population, number of doors and/or cameras.

Facilities Security Coordinator (Facilities Coordinator/Housing Coordinator/Unit Coordinator):
  • Ensures at-least twice-daily systems check of doors and/or cameras via client software and/or cell phone. Note: A Windows operating system is required to perform this function. A cell phone may be required.
  • Issues, modifies, and/or denies card access to their local population as needed via client software and/or cell phone
  • Performs Tier 1 troubleshooting (see bottom left)
  • Places orders for standard repairs; contacts ITS Technicians or Lock Shop staff when necessary
  • Communicates programming requests to ITS Technicians as necessary
  • Attends required initial and annual trainings
CUHS Residential Assistants (RAs), Coordinator for Residential Educations (CREs) and Community Safety Officers (CSOs):
  • Ensure daily monitoring of alarms via the duty cell phones
  • Rrespond to alarms when appropriate and necessary
  • Attends required initial and annual trainings
